That is a supplementary reason to invest in HSR, but it's certainly not the only
reason.

The idea is that it would be dual purpose, with its overt purpose to
improve the ability of persons to travel around the country.

As far as invasions
go, America has already been invaded - from within. But thats a subject for another poll.
America's military is ridiculously over extended, and speaking of border stations, less
than 1% of inbound cargo containers bound for destinations within America's borders are
actually inspected.

So, all it would take would be for China to fill about 500 of
those cannisters with cheap, Chinese manufactured armed UAV drones, and have a few
"sleeper cells" or Benedict Arnold types ready to operate them.

Obviously thats
just a fantasy scenario.

Oh yeah, and, also America should probably, like, start
that North American Union thing going already, so I can ride that high speed rail up into
the Canadian wilderness to hide from the Chinese plastic UAV's.

What, just like that?

If you want to set up a costly new military project to
improve your defences against invasions, you better have good reasons to expect to be
invaded soon. Otherwise it's just a money sink, with no guarantee that it won't be
outdated by the time you finally need such a thing.

And what's wrong with
permanent border stations, anyway? It's not like you're so short on people you need to
drive them around to keep everything defended.
(If you were, fixing that should be your first priority, not mobility enhancement.)
